The Institute of Residential Property Management (IRPM) was launched by the Association of Residential Managing Agents (ARMA) in early 2002 as a means of delivering a portable professional qualification in residential property management, available to anyone working in the sector, and one which would be accepted by all those working within it. The Association of Retirement Housing Managers (ARHM) became a sponsor in July 2002 and the Property Managers Association Scotland (PMAS) joined as a sponsor in November 2002.
The IRPM has commissioned the CIH to design and manage the Part II examination to enable IRPM members to progress to the Member Grade of the Institute. Click on the links below for further information.
An online learning course is available for property professionals to train in Residential Block Management (RBM).
The programme is being re-launched in electronic form to meet new demand for RBM training to be delivered in a more flexible way.
“Before the downturn there was a big shortage of residential block managers,” said Liz Black, Property Specialist for Asset Skills.
“Now there are plenty of people wanting to retrain for the job and we need to raise awareness of this training programme and make it more widely available to meet this demand.”
The Residential Block Management course forms part of the Institute of Residential Property Management’s (IRPM) Part I Examination. It covers every aspect of managing large residential blocks, from sheltered housing to luxury city apartment buildings. It also contains updates on new legislation, a “latest news” section and the opportunity to chat online to an expert and other participants. The course has been specifically developed to be flexible and allow learning while at work and also acting as a reference tool for existing property managers.
The content is published by a partnership comprising:
The demand for block managers has grown steadily over the years because of the increasing number of single households and the ageing population. Asset Skills is the Sector Skills Council for property and has responsibility for ensuring the right sort of vocational training is available to employers.

CASE STUDY - Karen Combellack, MIRPM
Karen Combellack has been a Property Manager for several years having started out as secretary to the Managing Director at Chartered Surveyors, Curry & Partners.
“I can not think of a better profession to be in,” she says. “Through the many learning opportunities there have extremely good career prospects.
Karen left her job as a secretary to raise her family. On her return years later she decided to retrain in Property Management through an Open Learning Course (OLC) in Residential Block Management.
The distance learning was created by a partnership between Asset Skills, the Association of Residential Managing Agents (ARMA), the Association of Residential Lettings Agents (ARLA), the Association of Retirement Housing Managers (ARHM), the Chartered Institute of Housing (CIH) and the Royal Institution of Chartered Surveyors.
The OLC in Block Management allowed Karen a flexible training programme that suited her responsibilities. It is designed to equip people already working in property with the skills to manage large residential blocks.
As well as the flexibility offered, the course also kept Karen updated with current legislation and provided a professional qualification in a field where none had previously existed.
“There were no time constraints and I was able to study at home,” she says.
The OLC continues to feature regularly in her day to day work as a great reference tool for technical problems. Curry & Partners supply a copy of the OLC manual to all their staff.
“There is nothing more satisfying than being interested enough in your job to want to progress for your own benefit.
“The course allows you to gain the important letters after your name together with guaranteed career progression.
“As with all professions the work can be demanding but the rewards are great for those willing to learn, develop and take on responsibility.”
