Empowering Communities - The Community Gateway Model


Tenants often feel that they do not have sufficient influence over their housing, particularly when big decisions are being taken. Both stock transfer and proposals for ALMOs must test tenant opinion, but often they are not involved early enough to feel really part of the process.

CIH has worked with the Co-operative Union and the Confederation of Co-operative Housing to develop a different approach, involving tenants from the early stages. The full report Empowering Communities was published in 2002 and is available from CIH publications.

To accompany the report, a shorter non-technical leaflet Introducing the Community Gateway Model   (PDF: 265 kb)   was published, which can be downloaded here or obtained in paper format from policy@cih.org. It is particularly suitable for tenants' groups and for councillors or HA board members.

 

CIH is now working with the Housing Corporation to monitor the development of the community gateway model in various places. In Preston, the council is planning a stock transfer based on the principles of the CGM. In Tower Hamlets, Poplar HARCA, an established stock transfer and regeneration body, is planning to remodel itself on community gateway lines. A series of progress bulletins are being produced on these and other case study areas (see right hand box).
