Homebuy schemes must not be at the expense of homes for rent

The Chartered Institute of Housing (CIH) has welcomed today's launch of the Government's Homebuy schemes.

IH supports proposals to help individuals realise their aspirations to own their own homes and to enable more people to share in the equity of their homes.

Nevertheless, despite the government's proposals there are millions of council and housing association tenants who will still not be in a position to purchase even a part of their home through any of the Homebuy schemes announced. The CIH and Shelter are currently working on a proposal, called Homesave, which aims to fill this gap by helping social housing tenants build housing assets.

David Butler, Chief Executive of CIH said:

"We would like to see a larger intermediate housing market giving more people more choice as to how they meet their housing requirements so we welcome the new initiatives for shared equity schemes.  But these must not be at the expense of delivering more homes for rent. CIH will not support proposals which switch resources for much needed new social housing to pay for Social Homebuy discounts."

"We would also like the receipts generated by Social Homebuy to be available for investment in new and existing housing or to buy back previously sold properties."

The Chartered Institute of Housing and Shelter have been working together to develop proposals to help social housing tenants who don't want to or are not able to become homeowners to build assets. The HomeSave proposals will be launched this summer.
