Spending on personal housing costs support in the form of housing benefit (HB) has grown relentlessly over the past two decades, both in absolute and real terms. This report sets out a series of recommendations for government to address the causes of this growth.

It forms part of our Ticking the box for housing, through which we’re aiming to influence debate in the run-up to the 2015 general election - and ultimately the policies of the next government.
