Regeneration can only be effective if it successfully engages with the communities it affects. This is a lesson learnt and applied in the nine Housing Market Renewal Pathfinders in the North and the Midlands. Their experiences, and the new methods they have developed and tested, are relevant to all housing-led regeneration initiatives which depend on community engagement.

The guide addresses the question 'why engage with communities' and part ll then looks in detail at what engagement means at strategic level, at neighbourhood level, and in decision-making on individual streets and houses. It has more than fifty practical examples from the Pathfinders and other regeneration schemes. It considers methods of engagement in detail, including those needed to involve 'hard-to-reach' groups including young people, older people and newcomers to communities (such as asylum seekers).

Detailed chapters in part lll of the guide address particular issues:

  • Skills needed for community engagement
  • Using consultants
  • Community cohesion and regeneration
  • The town planning system
  • Community capacity building
  • Dealing with the media.

An annex provides recommended CIH/TPAS standards for community engagement, which can be adapted to local circumstances.

This guide is the only one available that is relevant to housing-led regeneration and it is essential reading for all those involved in regenerating older poorer neighbourhoods.
