CIH Level 3 Certificate in Housing Services (QCF)

This qualification has been superceded by CIH Level 3 Certificate in Housing Services. The final date for learner registrations on this qualification is 31 December 2017.

This is an introductory qualification for the housing industry, covering core topics relevant to all housing functions. It is comparable to an A-level or an NVQ level 3, SVQ 3 or level 6 on SCQF.

Aims & outcomes

On completion of this course learners will:
  • have gained an understanding of the core housing functions and how they fit into the wider context of housing and communities
  • understand the issues affecting neighbourhoods and how to address the needs of particular areas
  • be able to identify the skills and resources required to facilitate community development
  • have developed their understanding of key housing topics such as dealing with anti-social behaviour


This qualification is suitable for learners who are:
  • a frontline housing professional providing housing services in their local community
  • aged 16+

Qualification outline

All students will complete the following unit:

  • Professional practice skills for housing

In addition, students complete three of the following optional units. The units offered may differ depending on the delivery centre:

  • Dealing with anti-social behaviour (ASB) in housing
  • Community development
  • Managing neighbourhoods
  • Prevention and management of rent arrears
  • Involving housing service users
  • Occupancy, tenure and lettings
  • Repairs and maintenance in housing organisations
  • The legal framework for housing
  • Regeneration and renewal
  • Planning and development for housing regeneration
  • Sustainable communities
  • The social context of housing in the UK
  • Managing leasehold housing services
  • Housing maintenance systems
  • Delivery of affordable housing services

This course has a credit value of 13 under the Qualifications and Credit Framework (QCF).
