The Competency and Conduct Standard will place clear responsibilities on boards to ensure their organisations can demonstrate that staff have the necessary skills, knowledge, experience and behaviours to deliver a good quality service to tenants – now is the time to prepare.
The new requirements on Competence and Conduct for Registered Providers are one of the most significant regulatory changes for social housing in recent years. From October 2026, boards must ensure their organisations have the right policies, training frameworks, and assurance mechanisms in place to promote the right culture, behaviours and attitudes of staff as well as technical skills and knowledge. Senior housing executives and managers will need to hold or work towards Ofqual-regulated qualifications, and boards will be expected to demonstrate how they are embedding these requirements across their governance structures.
