Inner Circle’s Housing Team is at the forefront of innovative projects right across the UK aiming to solve the housing crisis.
We’re operating in a post-pandemic, climate emergency world where inadequate housing is increasingly understood to be closely connected to everything from education to mental health to employment. The market is not delivering the housing communities need, so if local authorities are going to make a long-term difference to the other issues faced by local communities, they once again need to see housing as a core activity.
We’ve learned that the Councils that have done the most to tackle the housing crisis have a clear corporate commitment to improve housing for local people, understand their local housing market, set clear objectives and invest in the right mixture of interventions to yield the best outcomes for their specific communities. At Inner Circle, we support Council leadership teams to work through every stage of that process. We also help establish new delivery structures, such as in-house delivery teams that break down departmental silos or council-owned housing companies that act as developers for the public good.
What makes us unique is that our strategic advice is rooted in hands-on experience of delivery on the ground. We manage a raft of major housing projects across the country, from a town extension in Cornwall to several estate regeneration projects in London, from cutting edge green retrofit programmes to whole town renewable energy projects, from town centre developments bringing new life into market towns to county-wide extra-care programmes.
We pride ourselves in unlocking the trickiest projects and making progress where others have failed. Why do we do it? Put simply, we love it! We’ve got an amazing, dedicated and diverse team of people who all really get a kick out of tackling social problems and making a real difference to local communities.
We are driving forward the reimagining of the public sector at Inner Circle and are proud to build a movement of like-minded civic and community leaders to design and deliver better cities, towns and places.
We tackle knotty problems head-on, by challenging, cooperating, co-learning and co-designing. Our client partnerships are based on mutual ambition to re-imagine services that can work in a preventative manner, grow shared local prosperity and build a trusted public sector.

We are the UK’s main distributor of Nilan products, and we understand that every project is different. The Compact is a combined MVHR, Heat Pump and Hot Water Cylinder, providing heating, cooling, hot water and ventilation all in one unit. Ideal for new build or retrofit projects.
We are the preferred low energy solution for Developers, Housing Associations and Local Authorities. Nilan has been installing their systems in low-energy properties throughout Europe and North America for the last 48 years.
With growing changes to UK legislation, these revolutionary systems are ideal for the evolving low-energy housing market. The systems can be installed in new-build apartments and houses and the deep retrofit arena. Nilan units give extremely low energy, cost-effective heating, hot water and ventilation. The Compact P & S units do not require an outdoor unit and are perfect for apartments that do not have access to external space.
Along with energy efficiency, another significant benefit to developers is space saving. The compact units do not require large plant rooms and are located within each apartment, much like traditional boilers and tanks. Hot water does not need to travel from plant rooms or district systems through corridors – a practice which traditionally has caused overheating through heat loss in common areas. Plant room space savings can then be used for parking, bike, bin storage, or additional accommodation.
Rentplus is the leading provider of affordable rent to buy housing, giving lower earners with limited access to social housing, the opportunity to own. We do this by removing the deposit barrier. Tenants move in without any deposit; many from social housing into a Rentplus home, freeing stock up for reallocation. They pay affordable rent for 5-20 years and when they buy, Rentplus gifts them 10% towards their savings.
We work with councils and RPs across England. We buy the S106 element of new developments, lease them to housing associations for 20 years. In turn, they lease them on 5-year tenancies to those who aspire to buy but who cannot raise a deposit, and are therefore excluded from other routes to home ownership, including First Homes, shared ownership or Help to Buy, which all require significant deposits.
Rentplus is growing at pace. We’re looking for new local authorities, housing associations and housing developer partners to work with to offer an affordable route to homeownership for key workers and others on low/mid incomes.
Benefits include increased stock without debt, new income streams, and a partner committed to making homeownership easier for working people.
In our first sales at year five, 100% of our planned stock was sold to Rentplus tenants buying 100% of their home. Some had acquired savings in those 5 years and these, together with the 10% Rentplus gift, gave them significant equity and access to high street mortgages.
Why not join us and turn renters into homeowners.
