South East Consortium (SEC) is a central purchasing body. We are a not for profit organisation providing services relating to public procurement but are specifically created to support the housing sector.
SEC was established in 2005 and retained its heritage by being a Membership organisation owned by 38 Housing Associations and Local Authorities. Our Members own 392k homes between them – this gives us immense buying power.
We create intelligent frameworks for the sector to use and provide customers with pre, during, and post procurement. SEC can deliver both framework and bespoke procurement solutions. We can assist our customers with technical work, including specification preparation, cost benchmarking and contract writing.

We’re operating in a post-pandemic, climate emergency world where inadequate housing is increasingly understood to be closely connected to everything from education to mental health to employment. The market is not delivering the housing communities need, so if local authorities are going to make a long-term difference to the other issues faced by local communities, they once again need to see housing as a core activity.
We’ve learned that the Councils that have done the most to tackle the housing crisis have a clear corporate commitment to improve housing for local people, understand their local housing market, set clear objectives and invest in the right mixture of interventions to yield the best outcomes for their specific communities. At Inner Circle, we support Council leadership teams to work through every stage of that process.
