St Mellons Community Living Project - Cardiff Council and Lovell

The St Mellons Community Living Project development in Cardiff is a flagship partnership between Cardiff Council and Lovell, running from January 2024 to October 2025.
In that short time, we have embedded social value into the project through community-based asset development, creating lasting benefits for local people, schools, and voluntary groups. Our approach demonstrates that contractors can go beyond construction by becoming true partners in community growth.

The St Mellons project has supported a wide range of charities, schools, and grassroots organisations. From small but meaningful donations, such as £50 of building materials to Willowbrook Primary for a pupil-led biodiversity project, to larger commitments, such as a £14,550 donation split between, Llamau, Maggie’s and Young Lives v Cancer, every contribution has been designed to deliver measurable community benefit.
We supported Hope Charity along with our supply chain to provide £8,000 of in-kind support by supplying a hardstand for the charity's bin store. We also enhanced a school kitchen at Oakfield Primary with a brand-new dishwasher (£300) and provided professional resources worth £1,065 to local PTFA groups. By supporting organisations such as Common Wealth (£300), St Mellons Clean Up Group (£800), and Llamau Chairty (£1,133), we have strengthened vital community networks and helped sustain ongoing local initiatives.
We are committed to inspiring the next generation and supporting local skills. At St Mellons, we engaged students from Eastern High and St Illtyd’s Comprehensive with site visits, hands-on workshops, and career talks.
Through the Ministry of Building Innovation and Education (MOBIE) and Cardiff and Vale College partnership, we co-delivered interactive design and construction workshops with over 40 pupils and their parents (many unemployed), sparking interest in industry careers and raising aspirations. In December 2024, Lovell colleagues also took part in careers carousel and mock interviews, supporting 19 students with advice, feedback, and apprenticeship information.

The St Mellons development has fully embraced the targeted recruitment and training agenda, ensuring that local people benefit directly from this project.
During the contact duration, we worked closely with Network 75 and trainers including Joshua Flynn and Will Bevan, the development has supported 55 apprentices through structured programmes, creating valuable career pathways in construction.
The development also provided 10 work experience placements, one of which led to a full-time role with Lovell contractor, ISTL, showing a clear route from training to employment. In addition, Lovell invested in its own staff, delivering 60 weeks of training to upskill the Lovell workforce and strengthen long-term capability. Since the start of the project, 85 people have worked on site on average every day.
Our commitment extends into active volunteering. The Lovell social value team has contributed time to events such as The Hive Fun Day (11.5 hours volunteer hours, 1,300 attendees) and St Mellons Clean Up Group, where staff helped with litter picks, produced professional flyers and logos, and donated resources worth £490 to sustain future campaigns. We also worked alongside Cardiff Rivers Group and The Conservation Volunteers, collectively delivering dozens of hours of staff time to improve natural spaces.

Together with initiatives such as Child Safety Week at Willowbrook Primary (480 pupils engaged, £10,279 social value created) and the Healthy Living Day in St Mellons (50 residents, 25 professionals, contactors and staff donation worth £455, £71 raised, 35 volunteer hours generated by members of the community on the day, £200 fruit donation, 330 children, and £15,710 social value created), this development shows Lovell consistently embedding community benefits into our work.
The St Mellons Community Living Project has generated measurable, lasting benefits across education, wellbeing, and community resilience. According to the Social Value Portal, the site nearly delivered £300,000 in verified social value including employment and employability skills.
Our work has strengthened schools, with donations and in-kind contribution for this project worth over £16,500.
The St Mellons social value team's health initiatives are worth £17,000.
Staff have personally contributed over 80 volunteer hours, supporting clean-up days, conservation events, and community festivals.
The mental health campaigns, created by staff and valued at £633, aimed to build a community of acceptance and remove stigma mental health. Signposted Cymru Charity was involved in these initiatives.
The development is scheduled for handover in October 2025. To mark this milestone, Lovell will be working closely with Cardiff Council and the Ageing Well Health and Wellbeing service to host a “Meet and Greet” event. This event will bring together new residents, local charities, community groups, and students from St Illtyd’s and Eastern High, providing an opportunity to celebrate the development and strengthen intergenerational and community connections. This event is projected to generate over £1,000 in additional social value.
Hafod Housing - Track 2000

Hedyn - Little Haven (Former Bettws in Bloom) Little Haven Community Centre: A Story of Partnership, Transformation, and Social Value
Statement of support
Little Haven Community Centre sits at the heart of the Bettws housing estate, on land once known as Bettws in Bloom. What was once a disused site has been transformed into a vibrant hub, with shipping containers converted into welcoming office and community spaces. Over time, however, the centre faced significant challenges, including vandalism and anti-social behaviour, which damaged the grounds, outbuildings, and main building.
Run by a dedicated group of local volunteers, Little Haven was initially established to provide a safe, inclusive space for children with additional learning needs. Guided by Hedyn’s mission to “plant the seeds of positive change and nurture growth for a brighter future,” the centre has since expanded its reach, working in partnership with organisations such as Newport Live, Flying Start, Save the Children, and Westdale. These collaborations reflect Hedyn’s core values of collaboration, inclusivity, and community empowerment, and our commitment to building strong, resilient communities.
To unlock the full potential of the outdoor space for both children and adults, it was essential to address safety and accessibility concerns. The site’s perimeter fencing was inadequate, and uneven ground and damaged paving limited opportunities for free play and community use.
Transformative partnership working
The recent improvements, delivered by Westdale in close partnership with the centre’s volunteers and Hedyn, have been truly transformative. Westdale’s expertise and commitment were instrumental in revitalising the grounds, which now feature secure perimeter fencing, safe soft flooring for play, shaded canopies, and fire-safe gates. These changes have created a safer, more welcoming environment, enabling a wider range of activities and increasing the centre’s appeal for future bookings.
Throughout the project, Westdale worked hand-in-hand with the volunteers, ensuring their voices shaped the design and delivery of the improvements. This collaborative approach exemplifies Hedyn’s strategic objective to empower communities through partnership and co-production, ensuring that local people are at the heart of decision-making.

Willis employs 57 local staff, supported through training and development, with three celebrating 25 years this year. The company provides opportunities that help people thrive, including employment and funded driving lessons for a Ukrainian refugee.
Impactful journeys include Will Thomas, who progressed from work experience to trainee site manager and is now studying HNC in Site Management, and Jamie Morgans, who started as an apprentice and completed NVQ Level 6 in Construction Management. Willis continues to nurture future leaders while strengthening careers and skills in the local community.
