The Chartered Institute of Housing (CIH) has appointed Tom Arnold as its new regional engagement and devolution policy manager, a newly created role that strengthens CIH’s work on devolution and regional policy across England.

The appointment reflects CIH’s growing focus on engaging with devolved and regional housing matters.

Tom joins CIH from the Heseltine Institute for Public Policy, Practice and Place at the University of Liverpool, where he spent almost six years as a research associate. During his time at the Institute, he contributed to a wide range of projects exploring the development and effectiveness of devolved institutions in England.

In his new role, Tom will lead CIH’s engagement with regional stakeholders and develop CIH’s policy thinking on devolution, local government reorganisation, housing and spatial development strategies.

Commenting on Tom’s appointment, Chloe Fletcher, head of policy and external affairs at CIH, said: “We are delighted to welcome Tom to the policy team at CIH. He brings with him a wealth of knowledge and hands on experience that will allow us to shape policy in a way that reflects the needs and wishes of our members and stakeholders at a regional level, further connecting us to the people and communities we strive to serve.”

Tom added: “I’m thrilled to be joining CIH in this new and important role. Devolution is becoming increasingly crucial to how decisions about homes are made at a regional and local level and I’m really looking forward to working with CIH members and partners to help shape effective, place-based housing policy across England.”
