Statement of support

Aged 26, Zara has already made an exceptional contribution to housing services. Since joining Cartrefi Conwy as a Customer Service Advisor in February 2023, Zara has progressed rapidly, becoming a Move On Officer in April 2024 and securing promotion to Accommodation Officer in August 2026. Her journey reflects her passion for housing, commitment to learning and desire to support people to thrive in their homes.

The Move On Officer post was a new, Housing Support Grant-funded role, created to provide intensive support for people moving from temporary to permanent accommodation. Zara began with a vision for the service, rather than established processes. She used her customer service experience and what she learned directly from tenants to shape a practical, person-centred approach.  Zara approached every interaction with a non-judgemental attitude, treating everyone with dignity, respect and empathy regardless of their circumstances.  She quickly built trust with people who had often experienced trauma, homelessness or repeated setbacks, helping them feel heard, understood and supported.

Zara recognised that a successful move is about much more than handing over keys. She developed individual plans that consider each household’s needs, strengths and aspirations. Her support has included arranging removals, securing financial assistance, setting up utilities, addressing debt, completing housing applications and helping people settle during the first six weeks of their new tenancy. She has connected tenants with Money Support, Citizens Advice, Second Chance Furniture, the Employment Hub and other specialist services.

Her creativity is evident in the solutions she finds. When supporting a large family requiring a seven-bedroom home, Zara explored the whole family’s aspirations. She supported two adult daughters to secure an affordable private rented home together. This reduced the remaining household’s bedroom requirement to five, making appropriate accommodation more achievable and avoiding a move into bed and breakfast accommodation.

Zara also identified a recurring problem with utility accounts. People were arriving at new homes with historic debts because accounts had not been opened correctly, bills were unaffordable or payment arrangements had broken down. She developed a consistent approach to opening and closing accounts, agreeing affordable direct debits, checking eligibility for reduced tariffs and referring serious debt cases for specialist support. She also recommended that utility checks be built into temporary accommodation inspections, addressing the cause rather than repeatedly responding to the consequences.

Her improvements extend beyond individual households. Zara created moving checklists, referral tools, action plans and a Preparing to Move document, which she shared with colleagues. She trained and provided shadowing opportunities for partner organisation staff, enabling them to adopt her approach. She also proactively joined weekly direct-let meetings with local housing partners, gaining information about moves earlier to keep tenants better informed. These practices are now continuing after Zara’s promotion.

Zara’s proactive approach reminds us all of something so valuable: human connection. In an age of digital-first, data-driven services, she shows the difference made by listening, visiting people in their homes, adapting communication and remaining present when someone finds change overwhelming. One tenant described her as “amazing”, adding that Zara was “a credit” to the organisation and that the service was “totally outstanding”.

Positive feedback for Zara has come in regularly, making it clear to see the difference she makes:

  • “the help I received has been brilliant and more than I expected”
  • “I couldn’t thank her enough for the support she has given me. A Star.  I’d need more paper to include how she’s helped me and the service provided, total outstanding.”

Zara does not simply help people move home. She helps them develop the confidence, knowledge and support networks needed to make that home last.

Outcomes and achievements

Zara supported 114 people, who successfully sustained their tenancies after six weeks of support.

Personal and service outcomes have been achieved:

  • People who had experienced homelessness secured permanent, affordable homes and gained confidence in managing rent, bills, utilities and household budgets. One person, who had been without a permanent home for ten years, reported improved mental health, reliable engagement and greater financial control.
  • Temporary accommodation was returned sooner and in better condition, helping homes become available more quickly for others experiencing homelessness. Clearer move planning, timely key returns and better property preparation reduced average turnaround time from 68 days to 48 days, then to 22 days. Zara also encouraged the reuse of suitable furniture and white goods, reducing waste and supporting incoming households.
  • Processes and guides Zara created are now used by colleagues and shared with external partners, extending the impact of her work.
  • Tenant feedback consistently describes Zara as helpful, prompt, kind and informative. Tenants said she made moving easier, including for someone with a disability, and helped a family secure a “forever home” while improving their mental health.
  • Zara completed a Level 3 NVQ Certificate in Housing and progressed to the CIH Level 3 certificate in Housing Practice.
